proftpd: Cannot connect to FTP-Server

It's impossible for me to connect to my FTP-Server running by proftpd. I NOT use encrypted FTP (TLS) but passive mode.

ftp-sync tries to connect but there is always "Connect ..." for minutes.

Any suggestions?
