[Feature Request] Add the ability to enable a "proper", Ender Pearl like cooldown for weapons and tools. #16

Description

This feature would allow weapons and tools to have a "proper" cooldown and would use the cooldown Ender Pearls use.

The Cooldown time should probaby be based on the Attack Speed of the weapon/tool. This would make it easy to configure for both Survival and Mini-Games.

Toggle_Feature: Boolean Setting Number_Setting: Based on Weapon/Tool Attack Speed. Could also feature a separate menu for custom, per tool options (not required).
