newsletter being sent twice #123

our last four broadcast emails have all been sent twice to each recipient.

i was able to reproduce this once on our test instance, but Tom was unable to reproduce, and since then (on the same instance) i was unable to reproduce too.

i don't think it's an smtp server issue because all other notifications arrive normally.
