[ENH] Added KSC clusterer #247

What does this implement/fix? Explain your changes

This PR adds the first version of KSC. I adapted the code from another python implementation which I have equivalence with. I plan to implement it in aeon with docs and such but for now I am just adding it to tsml-eval

Any other comments?
