[ENH] Forecasting ETSCALC function #248

What does this implement/fix? Explain your changes

ported etscalc and helper functions from Hyndman's forecast package (see https://github.com/robjhyndman/forecast/blob/master/src/etscalc.c) Haven't yet tested/compared correctness of output.
