`timedata.so` "takes some time to be updated" resulting in irreproducible failures.

Sometimes when I build test I get a failure - the same failure I had before I fixed the C++ code.

I rerun. The .so is not rebuilt. No timestamps seem to change. The tests run again; they succeed.

Very puzzling!

Still happens intermittently! Depending on what I'm doing in a day, I might or might not see it.
