switched to cross platform snow watcher

This pull request attempts to switch to a new file watcher and prepares Timeglass for cross platform compatibility.

• [x] replace code references to old watcher code
• [x] test basic timeout&wakeup functionality for regressions (by hand)
• [x] try compilation across platforms
• [x] test basic functionality across platforms (by hand)
