Tweak when to show the Restore link. #94

Based on conversation with @nunorafaelrocha agreed to add extra logic: when the allow_create_new_accounts is set, to show the Restore link only if current installation does not have any companies.

The ticket is irrelevant as the "restore" feature was removed from app.
