DEVGUIDE

There are some brief developer guidelines in the source directory already. This needs to be brought up to speed with regards to some of the changes at github.

Doxygen?

Need to investigate the use of in-code stuff. Possibly the doxygen project will provide a good tool.

Bumping this back to 2.2 (in conjunction with #87 where I'll attempt to build in doxygen commenting)
