[Docs RFC] caggs now allow a join of a hypertable with a regular Postgres table. #3226

Update https://docs.timescale.com/use-timescale/latest/continuous-aggregates/about-continuous-aggregates/#continuous-aggregates-with-a-join-clause to explain that we can join a hyper table with a regular hypertable, but clearly explain the limitations and trade offs with this approach.

@billy-the-fish I think you meant "we can join a hypertable with a regular TABLE", right?
