Add better dump/restore testing #1

This adds working full tests for one hypertable and establishes some infrastructure to test that two tables have the same data.

Planning to add some more using the same infrastructure, where we'd set up multiple dbs in parallel and also compress a chunk or two and test that potentially. Not sure what else you think I should run there and also would love to have you go over my code more generally. I'm not sure how best to do that?
