Need to install timescaleDB toolkit for timescaleDB to enable stat analysis of continuous aggregate

It's actually just the toolkit extension that needs to be compiled with cargo pgx. Once built it works with your normal postgres installation. If you already have postgres installed, you can actually build with it by doing a: cargo pgx init --= Instead of the commands you pasted above.
