chart: propagate promscale dashboard fixes #622

What this PR does / why we need it

Propagation of fixes from https://github.com/timescale/promscale/pull/1734

This is also removing dead code from mixin synchronizer script as DS_PROMETHEUS variable is no longer present in promscale dashboard.
