release 17.9.0 with new dashboard from PR619 #625

What this PR does / why we need it

We merged #624 and #617 when both PRs were supposed to release tobs version 17.8.0. This resulted in #617 not being a part of any release now. This PR is fixing this by bumping chart version to create a release.

Which issue this PR fixes

(optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged)
