This PR implements all of Yan's suggestions, including:

A new flag, --pool_file, and a new command dump which allow writing and reading pools / routes from a file
The ability to use multiple RPC's via a new flag, --net_config
Increase the proportion of generated routes that include auctions This PR also adds some of Sam's review comments in a "todo" section of the README.
