Setup three DAOs as long term testing configurations #22

We wanted three ongoing DAOs for testing.

[x] 1. That rebalances all tokens we currently support
[x] 2. That maintains a minimum USDC balance
[ ] 3. That transitions 100% from one denom to another

Timewave Devs Test DAO #1 rebalances its treasury to 25% each in ATOM, NTRN, USDC, and NEWT
Timewave Devs Test DAO #2 rebalances treasury to always maintain 2 USDC minimum balance

I think 2 USDC is too little, the minimum auction send is 1 USDC, I would bump it to 10-20

Found a number of issues in the DAO DAO UI that are now resolved while working on this issue.
The three DAOs I registered are now registered to an older deployment of rebalancer, so I will delete them and create new ones

@uditvira there are 5 accounts on registered to the rebalancer, and 1 of which is Timewave. We just need to ensure those accounts have enough funds in them and that the PID is not too low for them to not be running.

Im currently confirming that the configs are correct and fixed from the last issue.
