Rebalancer - doesn't save targets with last data

In contract, when we do the calculation we modify the targets to reflect last rebalance calculations that are need for the I/D terms in our PID system, but those changes are never get saved back into storage.

It does reflect the calculation if the I/D terms are used, but no effect if only the P term is used.
