[JENKINS-63883] Handle circular (especially self-dependencies) of plugins in plugin manager #1239

JENKINS-63877 is the report of problems caused by a plugin that declared a dependency onto itself in its metadata.

This should be handled more robustly in core without breaking "Available" tab of plugin manager.
