[JENKINS-956] Tooltip for disabled project icon says "Pending" on main page #8583

If I disable a project then the tooltip on project icon (on main page) says
"Pending". It should say "Disabled".

It would be nice with an optional description text why a project has been
disabled, and the tool tip should contain this reason.
