[JENKINS-1112] people and newJob URLs are wrong. #8602

The URLs for the 'people' and 'newJob' page are wrong for a default install of
hudson.war in Tomcat 6.0.14. If I just drop hudson.war in the WepApps directory
it is mapped to http:///hudson and all hudson URLs should be relative to
that. However 'people' comes out as http:///people (rather than
http:///hudson/people) and 'newJob' comes out as http:///newJob
(rather than http:///hudson/newJob).

This was also raised just before in ISSUE 1111. Closing this one as a
duplicate, will fix that one.
