[JENKINS-52206] After upgrading plugins, "Restarting Jenkins" hangs

Hi.

I'm running Jenkins ver. 2.129 on my Debian server. Whenever I go to https://jenkins.example.com/updateCenter/ to upgrade the plugins, and make sure I check the "Restart Jenkins when installation is complete and no jobs are running", the "Restarting Jenkins" step hangs indefinitely.

I haven't found anything in jenkins.log that seems related to this issue.

Does reloading the page help?
Are there any particular plugins you are trying to upgrade?
If no, would it be possible to get a threaddump from the instance so that we diagnose what happens

Reloading the page does not help - Jenkins is still stuck trying to restart itself. This seems to happen for all plugins. I've attached a threaddump I took while Jenkins was stuck trying to reboot after upgrading a plugin.
