Questions UI

Questions will refresh every two weeks. When a user chooses a topic they should be redirected to this UI screen. The UI screen will have state that remembers if a user has already started working through this Topics questions. Should bring user back to last question asked. Can't skip questions. BE server will auto generate what the next question is based on (popularity, most votes, new question that has no votes and less popularity) most down voted question shouldn't appear til the end of the topics list of questions.

• [ ] Should contain two options and a user would choose one or the other
• [ ] Stats on current question? (optional)
• [ ] up vote / down vote functionality (separate issue for this? Should be its own component)
