Move README.md into cucumber-tsflow folder so it shows up on npm #150

This pr moves the README.md file into cucumber-tsflow and makes the README.md in the root of a project a symlink to this new readme location. (The reverse of the current setup). This change should make it so the readme gets published to npm. While still ensuring the readme is displayed when visiting the github project.
