revisit translate button which is moved up in DOM so it could be clicked #21

For 2020 Cooling Centers update we moved the translate button so that it could be clicked when the splash page is in view.

Verify with MOPD that the new tab order with DOM change is okay.

@timkeane -- This update may be fine but should verify any tests are in place if needed.

We've replaced this functionality with a translate menu being a part of the splash screen, and then shifted back to the map when you navigate away from the splash screen.
