QA & Prod Version: Create Rubric Criteria menu #124

When creating a Rubric and selecting the Criteria button to reorder, the options menu appears at the bottom of the screen. Depending on where you are in the viewport, the menu can be off screen.

I added a fix for this in the dev environment. It will need thorough testing I am not sure where else this class is used and it may break something elsewhere. Example here.

It will be unlikely that I would have access to devel for a little while, it may be best to have this put onto QA anyway as this is where most SaaS UAT is occurring. More chance of this issue in other areas being picked up.

Although I am not that across this issue, Under Win10/Chrome in devel - I still see this occur.
