Using external brotli library or customizing bundled brotli library build #5

perl-IO-Compress-Brotli appears to use cmake to build a bundled copy of the brotli library. There is no evident way to tell it to use an existing brotli library instead, and no evident way to tell it to use specific cmake flags when building the bundled brotli library.

Happy to accept a PR and patch. Otherwise I will assign it to my self for a future fix. The earliest is May for me to look at it I am afraid.
