Replace sigs with signify #29

Signify does what we want in a general and portable way.  We should use it
instead of signify.

I don't know signify. And I can't find it on osX. Ideally, I'd like crusty to 
work on
cygwin/debian/osX. Is signify portable? If not, I'd stay with sigs.

Also, does signify permit multiple accesses to the quotes file by a community of
folks from around the Internet?
