Praatio 5.0

Python 5.0 includes some breaking changes. Here are some of the more major changes included in this release

• [x] type annotations
• [x] break up tgio.py (which was over 2000 lines long)
• [x] textgrid state validation
• [x] dropping support for python 2.x and < 3.5
• [x] removing some uncommonly used functions
• [x] move from assert to using praatio-specific exceptions for error handling
• [x] lots of bugfixes! (namely: TextgridTier.find, PointTier.getValuesAtPoints, IntervalTier.morph were completely broken)
• [x] behavior-on-error can be set for some functions (textgrid.save, textgrid.addTier, textgrid.replaceTier, tier.insertEntry)
• [x] add tests for most commonly used parts of the code (integration tests are still run but are now ignored for the purposes of test coverage)
• [x] option to handle textgrids containing tiers with the same name
