Please include Release Notes in the release #62

What steps will reproduce the problem?
1. Download new release
2. Look in the source to see what's new
3. Don't find it

What is the expected output? What do you see instead?

Since I'm packaging for a distribution (Debian plus Ubuntu and other 
derivatives), most users don't come to the web site and read release notes, 
they expect to find a changelog or some local information in the package 
when they install it.  Currently nothing like that is provided.

What version of the product are you using? On what operating system?

2.1.2, Linux.

Please provide any additional information below.

The information in http://code.google.com/p/ipaddr-py/wiki/ReleaseNotes is 
exactly what's needed in the package.

hey, sorry about this. I'll make a new minor release shortly (probably 
tomorrow) and be sure to include them in future releases.

Just downloaded 2.1.3 and I don't see it.

fixed. needed a manifest.in change. not bumping the version for this.

I thought not bumping the version for this meant you were going to wait for the 
next release.  Please always bump the version when you change the tarball.

No sign of release notes in the 2.1.4 tarball. I'd appreciate it if that could 
be fixed.
