NEMs should be loaded and initialized a nfc-eventd startup #1

NEMs (Nfc Event Modules) are loaded and initialized on action execution,
but should be load and init once at daemon startup.

Fix in r14 but only a simple module (the first) is loaded and initialized at
nfc-eventd start-up. Multiple modules support should be another issue, if 
needed.
