libfreefare: debian/control: need to Build-Depend on pkg-config #72

In libfreefare debian/control the Build-Depends line needs to include 
"pkg-config".

Without this, autobuilds fail with the unhelpful message: 

   configure.ac:45: error: possibly undefined macro: AC_MSG_ERROR
