GetCapabilities advertises a number of "offering" values that do not match the 
gml:id fields later in its contents. Under ows:Operation name="GetObservation" 
I see AllowedValues like "observationOffering3", "observationOffering4", etc. 
instead of the gml:id's under sos:Contents like "observationOffering_NS-01" or 
"observationOffering_NS-02" etc. Only the latter set will work in 
GetObservation calls. Using the previous set (e.g. "observationOffering3") 
produces an error: Not able to find any observation with id: 
observationOffering3. I now ignore those, but why are they there?
