Effect overlay becomes opaque when painting effects #30

When painting effects, the purple/green effect overlay will become fully opaque, and obstruct view of the level preview behind it. This makes adding effects frustrating, especially on larger levels. The effect overlay should remain a constant opacity while painting to allow the level to remain visible.
