Also includes the relaxation of the CMake version that is required so builds without problems on K/Ubuntu 22.04

Thanks @robertosfield! I had done some of the same work in the lod-fade branch for compiling with VSG master, but I've decided to go with your PR and rebase the LOD work onto it.
