Fork 4 new worker processes
Each worker makes 8 user connections to the NTC server into 1 room each
Each worker makes 1 admin connection, sets up the match room to have 8 users, and assigns the connected users to players
Each user now continuously sends game frames from some local game files (and loops over the game files "forever"

With that setup, the manual steps to complete the test are:

Set up 4 browser source in OBS (or open up 4 chrome tabs, each to a 8-players renderer (e.g. battleroyale from one of the game hosts
The browser source should immediately start showing games

Total "load" to the server:

4 admin websockets
32 player websockets
32 inbound game data stream at 60fps
32 outbounds game data stream (8 per admin websocket)

Max inbound/outbound bandwidth to the server: 32 (players) x 73 (frame size) x 60 (frames per second) ~= 140kbps

Let the test run for as long as you wish. Expected behaviour:

server doesn't crash
server load is minimal
