Discrepancy between error message and user guide #2

Description: When i try to edit a person's phone number to be +65980101296, the error message shown is: Phone numbers should only contain numbers, and it should be at least 3 digits long

However in the user guide, this restriction that phone numbers should only contain numbers is not present and would cause the user to be confused in the first place.

Thank you for the bug report.

We have decided on NotInScope for this report.

This is because although we did not mention the restriction of special characters in our User Guide, we have put it as an error output when the command is used.

Admittedly, putting this error in the user guide would have made it less confusing. However, we believe that it is a minor inconvenience for the user and the user should not have trouble understanding the error message and learning the restriction.

Note: While response.NotInScope are not counted against the dev team, they can earn a small amount of consolation marks for the tester. The other three do not affect marks of either the dev team or the tester.
