make json output consistent using element local names instead of qnames #140

What steps will reproduce the problem?
1. retrieve a json variant of any atom resource
2. look at the field names

What is the expected output? What do you see instead?
expect fields names generated from local names, instead see field names 
generated from element qnames which can be inconsistent
