Need a mechanism to trigger the start of a workflow #12

There needs to be a mechanism to trigger the start of a workflow from an 
external application.

The details of how this should be implemented are open but it must be possible 
to create a study folder via CMIS and then trigger the workflow with a 
subsequent call

a workflow or create a new Web Script that starts the workflow. Workflows can 
be started via JavaScript

Must be able to make REST based call to start the workflow - this call will be 
authenticated as a service (generic) user
