Add a link to CU03 which takes the user directly to the file upload dialog to 
enable uploading of files

Description: Add a button in the Task Form that takes the user to the Upload 
Files form.
Note. Have to first make sure we can make Web Scripts calls from a Task Form as 
this call should not affect the workflow instance in any way.
