Adds new get_datatype
Updates new UNPD server across the package
For the sake of morale, we need to see these GH actions pass for a while :). I commented out the failing tests that need fixing by Kyaw Kyaw with a TODO. At least on my fork, GH actions is green. Let's see if it works this time.

I see that this is now failing for this PR. It seems you have to grant the Github actions bot access to this repo:

remote: Permission to timriffe/DDSQLtools.git denied to github-actions[bot].
fatal: unable to access 'https://github.com/timriffe/DDSQLtools/': The requested URL returned error: 403

This is in the step where we rebuild the website and update it automatically with each commit.

ok, need to change an actions setting. I'll take a quick look, but it might have to wait til the next chance we have to call
