Performance: Content load time #113

Overview

We were doing some preparation for the FHIR+OMOP event at the OHDSI Symposium this weekend, just 3 CodeSystems totaling <200mb, but it took 9 hours to load into HAPI.

@ShahimEssaid @Leskena2 I'm not thinking this as high urgency right now. BTW for my other projects, we do have an 'urgency' field on the project board that is helpful. Maybe we should do for TIMS too?
