CodeSystems: Re-upload several #123

Overview

Our HAPI server has undergone several implementations. We need to re-upload several code systems.

Want to make sure that our server page on the website accurately reflects what's there.

I believe these need to be re-uploaded: ICD10CM RxNorm SNOMED-CT Mondo HPO CompLoinc

@ShahimEssaid I don't know if your load already high enough this month with your next iteration of text search, but if you can take care of this too, I would appreciate. Main reason I'm passing to you is because I believe you've set up a way for these to be auto-loaded from subfolders / a configuration; I don't think we need to upload manually anymore.
