Puppet Agent #71

This adds in Puppet Agent as the default (rather than the deprecated individual packages).

Does the OS_VERSION Puppet-Agent recipe Input matter (i.e. is it really important to install the right agent pkg version)? The recipe's default is still 10.10, which can be changed, but I wonder if it's better to just set this automatically.

It would also be good to have this explained in the README docs that puppet_version refers to the 3.x line.

We deploy the 10.10 version here on 10.11 and suffer no il-effects. I'll sort out the README
