UserStory - Change 'Salvage' Item Settings #6

As a ROLE_ADMIN, I would like to choose item groups to exclude from the 'Salvage Refining', so that I can fine-tune which items are salvaged and which are not (salvaging ship hulls makes less sense than salvaging scrap metal).
