I'm not able to replicate this issue on my own device (Nexus 6P, Android 8.1.0).
Are you connected to WiFi? Do you have any specific settings in the 'artwork' menu of Shuttle?
Always connected to WiFi when this happens, I don't have other type of Internet access.
My artwork settings are:
Download artwork automatically: on Download via Wi-Fi only: on Show artwork in 'Up Next': on Crop album art: on Ignore embedded artwork: on Prefer last.fm artwork: on
Other 4 are off.
I am getting a similar issue with Artist Artwork not being accepted. All my current Artist Artwork was loaded from the phone's gallery, but this is the first (attempted) new addition of an Artist since the 26 Mar 2018 upgrade.
Ironically, the choice from Last.FM is the same as the one I am trying to connect, but neither is working.

Quite often, the artist art is wrong, ie. John Williams, Australian Classical Guitarist gets assigned the picture of John Williams, composer and conductor of London Symphony Orchestra; not really close, so I opt to match manually, but there are other erroneous name matches too.

Description of bug:
The "Download Artwork" feature should download artwork for all albums in my library, given it's available. But it doesn't happen, at all. I'll get a bar showing progress, and it may seem like it's doing something even as I leave it on for hours, but it never really does anything on its own.
The only way for artwork download is, I have to "view" the song - which I've found means either playing it, or having it in view on a playlist.
Observations/Actual Result:
This used not to happen on older versions. A year ago covers would download fine from this function.
