Windows scrollbars don't fit in the theme #17

We use the dark theme but the scrollbars are really light in windows. I suggest making custom scrollbars like the OS X ones.

Hi Stefan I've been working on a design for this. Just two simple states, ideally with a CSS fade transition on rollover of ~0.3-0.5 seconds if possible. scrollbar-v1

(obviously ignore the fact that the placeholder code on the screen doesn't have enough lines to warrant a scrollbar!)
