Allowing PerM to map 15 bp reads with seed F1 and 20bp reads with seed F2 #40

In version before 0.3.2, PerM didn't allow mapping reads shorter than 25bp with 
seed F2. PerM didn't allow mapping reads shorter than 20bp with seed F1. In 
both situations, PerM can be much slower than user expect when mapping large 
enough references. 

The restrictions has loosed to "Allowing PerM to map 15 bp reads with seed F1; 
and 20bp reads with seed F2" in version 0.3.3.
