Shell API to open/show files in a system default manner #88

It is already possible to open file or external protocol using system("start 
.."). Though some official API for this would be nice with even more options.

Add API for opening folder in which a file resides.

First, I must say thanks to you.

But, I don't now why, when I put php_wincache.dll on, but I always only get one 
file be cached, just wincache.php. But when I use php.exe in a run.bat file, 
and I can see more cached php file.
