pagination assigments doesn't work

What steps will reproduce the problem?
1. index.php/rights/assignment/view
2. more than 20 user 

What is the expected output? What do you see instead?
paginated result, first 20 result, without link to navigate

What version of the product are you using? On what operating system?
1.1.5, macosx

Please provide any additional information below.
on protected/modules/rights/views/assignment/view.php line 16 if I delete 

'template'=>'{items}', 

it works fine
