No rights for inherited actions #73

What steps will reproduce the problem?
1. Create a controller with an action
2. Create one more controller and inherit from the 1st
3. Make an operation-AuthItem for the inherited controller.action

What is the expected output? What do you see instead?
Module rights doesnot recognize inherited action for contollers so rights dont 
work for them at all.

What version of the product are you using? On what operating system?
yii-rights-1.3.0.r147.zip
